Road is not finished

The Marcelis van Bemmelstraat is not connected to the Arnhemseweg.
The road is still under construction and the connection will not be made in a long time.
Every time i try to remove the junction, my change is not accepted.
I walk past this road every day, i think ive got a good idea of the situation in real life.
