Is Mannerheimintie a highway?

Mannerheimintie has been classified as road type highway. That classifications does not allow pedestrians on the road. Mannerheimintie does, however, have sidewalks on both sides of the road. Would main road be a more appropriate classification?

as it has a cycle path running next to it just add a trail parallel to it and mark it as pedestrians and also cycles
