This is a pedestrian zone. However access for emergency vehicles from this side is not possible.
Hence the trail.

Thank you for the message. You can always change this yourself by simply adding/removing various attributes of the road. Please have a look how to do it here: https://mapcreator.here.com/mapcreator/help/roads-and-road-structure/road-attributes/
In your case would be just un-marking emergency access on this road.
