to be honest what you described is beyond my understanding but think all locked roads cannot be turn restricted edited by us only HERE staff as most locked roads been recorded by the HERE Car so will be accurate, but think best to ask Claire to explain things regarding what you wrote.
maybe you should just stick to minor roads for time being as less confusing as they are unrestricted..
