When not to use a parking lot road, and what to use instead.

On the webpage below, you have published some information of when to use Parking lot road and when not.

Could you please explain, why, in the image below (which was taken from that web page),, the road is not a parking lot road ??
It seems to compy with the definition supplied on the above web page, which I have copied below

“Definition of a Parking Lot Road
A Parking Lot Road is any road contained entirely within a parking lot with the primary purpose of providing access to parking spaces”
