    no turn left to north. Navigator as usually set a direction from Melnitska to Balkovska by turn left (to north) here. It is illegal

    Учите ПДД. Знак действует на первое пересечения дорог, а не на весь перекрёсток. Для всего перекрёстка другие знаки.
