Exclusive map

Hi, A group of about 25 of us, with the co-operation of our local police, have formed a patrol unit for our whole suburb (single round patrol distance is about 50km). What we don’t have is a map which shows the location of each member of the group and also people who want reaction backup if they call. Not every member of our group has a detailed knowledge of our area & where to go if there is an emergency call. Is it possible to create a map which shows the name of the person eg Tony, at a specific location, & to add additional names to different locations?
As this is a residents only group (private & not for commercial use), the map would need to be restricted to nominated members of the group – password protected maybe?
Any thoughts from the team?

PS. Has possible commercial use which “Here” could sell to security firms??
